1949年，人民解放战争在全中国已成席卷之势，胜利曙光就在眼前。然而，往往黎明前的黑暗寒冷而刺骨。开国大典前夕，国民党反动派密谋一个“铁甲行动”，妄图在滨海市人民举行庆典之际破坏水电，大搞恐怖活动。获知这一线索后，我方派出梁锋（张国民 饰）及其侦察队对敌特分子进行追查，结果代号江鲨的特务头子侯竹甫侥幸逃脱，并藏匿于一座工厂中。在此期间，他想方设法筹措军火，图谋不轨。而侦知这一情况的梁锋，干脆将计就计，与反动势力展开连番对决。正义必将战胜邪恶，人民的胜利也必将全面到来！
