Ο Ντάνι Ρόμαν, έμπειρος διαπραγματευτής της αστυνομίας του Σικάγο, βρίσκεται ξαφνικά στη δίνη μιας σκοτεινής πλεκτάνης, όταν κατηγορείται άδικα για το φόνο του συνεταίρου του. Αποφασισμένος να κερδίσει χρόνο ώστε να αποδείξει την αθωότητά του, ο Ρόμαν εισβάλει στα γραφεία του Τμήματος Εσωτερικών Υποθέσεων, στον εικοστό όροφο ενός ουρανοξύστη και πιάνει ομήρους τον διευθυντή και το προσωπικό. Γνωρίζοντας πολύ καλά τους κανόνες της διαπραγμάτευσης, ο Ρόμαν απαιτεί ως διαπραγματευτή για τη ζωή των δικών του ομήρων τον Κρις Σάμπιαν, έναν καταξιωμένο συνάδελφό του από άλλη συνοικία της πόλης.
